Press Release
Date: 19th May 2018
Ganatantrik
Adhikar Suraksha Sangathan, Odisha is deeply shocked with announcement of prize
of rupees ten lakh by the government of Odisha for killing of seven “Maoists”
in two separate incidents of Kandhamal and Balangir district, happened between
13 and 14 May 2018. This announcement shows that the police who are supposed to
fire for self-defence have actually killed those cadres which is contrary to
our constitution and law of this land. The Supreme Court and the National Human
Rights Commission have fixed guidelines for the police engaged with such
operation so that later should not go on firing innocent people.
As
per fact finding reports of various human rights organisations including GASS
seventeen innocent tribals and dalits have died between 2012 and 2017 in
separate incidents like at Gumudumaha and Pangalapadar in same Kandhamal
district, Nisanaguda of Kalahandi district, Bhaliaguda of Gajapati district,
Lamataput of Koraput district by the armed forces. Though family members of all
such incidents have filed separate FIRs but neither inquiry has ever been made
nor jawans have ever been punished in any of the incident. At this pathetic
situation such award-declaration would make life of adivasis, dalits and women
of hilly districts more vulnerable.
In view of above situation
Ganatantrik Adhikar Suraksha Sangathan (GASS) demands that the government
should not take such steps which would give police a free hand to kill innocent
people. Also the government should follow guidelines fixed by the NHRC and the
Supreme Court in case of encounter killing with letter and spirit.
